Recent initiatives to ban smoking indoors at businesses
have had an unintended consequence. Due to the lack of outdoor
ashtrays or the lack of an outdoor cigarette
receptacle, more cigarette butts now litter the
outdoors, especially around the entranceways to buildings
and offices. It is an issue being regarded as a serious
environmental problem.
Nationwide,
smokers consumed 425 billion cigarettes in 2001, according
to the U.S. Department of Agriculture. That amounts to about
160 million pounds of cigarette butts, according to Clean
Virginia Waterways' founder, Kathleen Register, a faculty
member at Longwood College in Virginia and author of one
of the few scientific studies on the effects of cigarette
litter on the environment. Although cigarette sales have
decreased in the United States over the past decade, there
is evidence that cigarette litter has increased. Why? Some
say it is due to recent laws banning smoking indoors that
force smokers outdoors, and the lack of outdoor
ashtrays in designated smoking areas. Even cigarette
maker Philip Morris, a founding member of Keep America Beautiful,
confirms that part of the problem is that there aren't enough
outdoor ashtrays and outdoor ash
and trash cans in public places.
For businesses, however, there’s no question as
to the benefit of designated exterior smoking locations
if outdoor ashtrays are provided.

In the Workplace:
The Environmental Protection Agency recommends that every
company have a smoking policy that effectively protects
nonsmokers from involuntary exposure to tobacco smoke. Many
businesses and organizations already have an outdoor
ashtray in place but these policies vary in their
effectiveness.
- If your company does not have a smoking policy that
effectively controls secondhand smoke, work with appropriate
management and labor organizations to establish one. Request
that smoking be limited to a specific outdoor area where

- Simply separating smokers and nonsmokers within the
same area, such as a cafeteria, may reduce exposure, but
nonsmokers will still be exposed to re-circulated smoke
or smoke drifting into nonsmoking areas. The only safe
choice is a designated outdoor smoking area, perhaps a
patio, equipped with outdoor trash and ash cans.
- Prohibiting smoking indoors or limiting smoking to rooms
that have been specially designed to prevent smoke escaping
to other areas of the building are two options that will
effectively protect nonsmokers. The costs associated with
establishing properly designated smoking rooms can be
significant, and likely greater than simply eliminating
interior smoking entirely.
- Employer-supported smoking cessation programs are an
important part of any smoking policy. Approximately 25
percent of American adults still smoke. Many smokers would
like to quit, but cigarette smoking is physically and
psychologically addictive, and quitting is not easy. While
working in a smoke-free building may encourage some smokers
to quit, a goal of any smoking policy should be to actively
support smokers who want to kick the habit.
- If there are designated outdoor smoking areas, discourage
smoking right outside the doors (or near building ventilation
system air intakes.) Nonsmokers may then have to pass
through a cloud of smoke from smokers congregated near
doorways. Some employers have set up outdoor areas equipped
with shelters (see New Pig free-standing or back-to-wall

to accommodate smokers. Some businesses have patios where
workers can take breaks and eat lunch outside and provide
outdoor ashtrays for this area. If neither
of these is an option, locate your outdoor ashtray
and outdoor cigarette receptacle anywhere
other than the main entrance to your building or facility.
